• Treatment and education activities often token, under-funded

• Inconsistent, fragmented service delivery

• Inadequate staff preparation and training

• "No clue" as to true needs and how to assist

OFFENDER REALITY

• Offender dysfunction and anti-social behavior

• Hostility and skepticism
